The question to consider: Which community is being referred to?
When one thinks of a model citizen, someone who serves their community immediately comes to mind. However, because of varying opinions, what choices does this model citizen need to take in order to be the most effective? Does he serve in the war? Does he stay home and serve his immediate community? Does he protest the war that is killing thousands by the day? This is the attitude that Auden takes in this and other poems criticizing the government for pushing control over an individual's decisions, claiming it is better for one's "community." Of course, if one is against anything the government or its various sectors (like the Eugenist, perhaps), he is not being an asset to the country, but rather a liability.
