In 1939, when this poem was published, an actual "Bureau of Statistics" did not exist. Auden is satirizing all economic and government bureaucracies that desire certain behavior from their citizens or 'customers'. Without a doubt, the government and economy collects and analyzes data that is interpreted through statistics. Their is no official complaint against the unknown citizen in terms of these statistics. This means that the unknown citizen is on par with economic/government expectations.
